Supreme Court Justice Elena Kagan called on her colleagues to exercise caution when issuing emergency orders in legal challenges without explaining their reasoning, a day after she sharply criticized the use of the shadow docket in a dissent.

A series of recent Supreme Court decisions favoring the Trump administration were made under the court’s “emergency docket,” often referred to as the “shadow docket.”

In remarks before judges and lawyers in California, the justice said she believed the court had a responsibility to share its reasoning.
