The multi-phase project, which broke ground in September of 2024, aims to enhance safety and traffic flow along Elbow Road, between Salem Road and Indian River Road.

The changes were implemented with the goal of improving safety and enhancing the flow of traffic. The right lane on Joe Rouse Road meeting Highway 41 is now a right-only turn lane.
