Kim Yo Jong, the sister of North Korean leader Kim Jong Un, has dismissed the possibility of communicating with South Korea.

It had been hoped that South Korea's recent moves to scale back propaganda along the border might improve relations between the long-time enemies.

North Korea has been building an alliance with Russia, likely trading troops for the war in Ukraine in return for aid.
