DUNDALK, Md. (WJZ) — Baltimore County police have identified the body found dead in a waterway at the Back River Waste Water Treatment Plant on Friday as a 31-year-old homeless man.

But one of the area's state leaders isn't buying that explanation. Del. Robin Grammer Jr. believes that the Back River Wastewater Treatment Plant in Dundalk is leaking human feces into the Back River.
