Conspiracy theories about weather modification programs are surging online amid a torrent of misinformation following tragic flash floods that struck the US state of Texas on July 4, 2025, with posts across platforms claiming a local cloud seeding operation triggered the rainstorms.

Up to 18 inches of rain fell between Aug. 18 and Aug. 20, 2007, triggering flash floods that are still considered some of Minnesota's worst. It killed seven people and caused $179 million in damages, mostly in Winona, Fillmore and Houston counties.

Many Texas flood victims are now facing the harsh reality of insurance uncertainty, as questions mount over what damages will be covered.
