The announcement came soon after the U.S. cut short Gaza ceasefire talks in Qatar, saying Hamas wasn't showing good faith.

The leaders of Britain, France, and Germany plan to hold an emergency call Friday about the hunger crisis in Gaza.

"I will make the solemn announcement at the United Nations General Assembly in September," President Macron said.
