A minimal explanation, such as, “Thank you, I’m watching my budget, but I would love to see you for a walk/picnic/free museum” should suffice without exposing your entire financial situation.

Require a thank-you letter. Where a scholarship has been awarded but not yet paid, require conditional receipt of the funds on the student writing a thank-you letter.
