Afghanistan, Oct. 13, 2016: Men herd goats along the road through the Panjshir Valley. The valley, about 50 miles north of Kabul, had been one of the safest places in this country.

It’s changed life for goat herders like Mohammad Amin. He has 120 goats grazing the open spaces around an industrial park on the outskirts of the western city of Herat.

After Monday’s ceremony, Daniel J. Murphy affirmed that the team made the right decision in letting the goat herders go.
