A dry January has blunted early-season gains in California’s snowpack, state water officials said on Friday. The second manual snow survey of the season at Phillips Station revealed a snow depth of 22.5 inches and a snow water equivalent of 8 inches. That represented 46% of the average for the date and 33% of the April 1 average.
