Most people park on the main kew road adjacent which is allowed outside peak rush hour times and free. You can only enter the gallery by paying to visit the main site and entering the gardens through one of the entrances. The main Victoria plaza entrance and the Lion gate are roughly equidistant. If you are coming some distance then you might prefer to use the Victoria gate as the facilities are adjacent, whereas the nearest toilets are by the Pavilion, a few minutes walk from the Lion gate. There is no obviously best time to visit, its quite small and people don't spend too long there so queues can form and dissipate quickly.
